Inside the town limits the Town of Warrenton is the water and sewer company, and it splits each service near the street: at the water meter, and at the sewer cleanout by the curb. From there back to the house is yours, as the rules below spell out. For a sewer backup, a frozen pipe or air in the lines, the Town’s own contact is its Superintendent of Transmission and Distribution, at (540) 347-1858.
That cleanout is the natural place to put the sewer camera in, and the pictures settle which side of it a backup sits on. A new water or sewer lateral from the street needs a Town permit and a cleanout built to its Public Facilities Manual. Swapping a toilet, a sink or a disposal, with the supply and drain pipes left as they are, takes no permit at all.
The Town has filed its lead service line inventory with the Virginia Department of Health, found no lead service lines, and keeps checking connections in person until every one is confirmed. Inside the walls is a different question. Close to four in ten homes in town went up before 1980, and the Town notes that lead solder has been outlawed in Virginia since 1985, so copper joints older than that may have been made with it.
In New Baltimore and Vint Hill the water comes from wells the Fauquier County Water and Sanitation Authority runs, and the Authority’s line is the meter box: everything on your side of it is yours. If the pipe between the meter and your property line breaks under the street, FCWSA repairs it, but only if nobody has tampered with it or replaced it first, so call the Authority before anyone digs there. Over 80 psi, its rules say to add a pressure reducing valve, $500 to $1,000 from us. Too little pressure, and they allow a booster pump and tank at your expense, with backflow protection the Authority approves.
