The condenser is up on the roof
Some Old Town rowhouses keep the air conditioner on the roof and the furnace two floors down. When both are old, doing them together means one trip up top and one screen to satisfy the City’s rooftop rule.

Replacing the furnace and AC together in Alexandria is $8,898 to $23,000 installed. The City’s median owner home dates from 1970, Kingstowne’s from 1994.

What’s different in Alexandria
Inside the City of Alexandria the median owner’s house was built in 1970, and close to three in ten went up before 1960. Out in the county, Belle Haven (1957), Fort Hunt (1963) and Rose Hill (1969) are just as old. Then the clock jumps: Kingstowne’s median owner home is from 1994 and Franconia’s from 1986, and about three in four Kingstowne homes date from 1980 through 1999.
Age changes the job, not just the odds. A 1960s Rose Hill or Fort Hunt house is likely on its third or fourth pair, its furnace down in the basement with the ducts overhead, so there’s room to work and to change sizes if the house has grown. A 1990s Kingstowne townhouse is on its first or second, with the furnace squeezed into a hall closet or up in the attic and the condenser a few feet from the neighbor’s.
Inside the City, the furnace half is what brings in the permit. The state rule the City follows lets a like-for-like electric air conditioner go in without one, but not a gas appliance, so a gas furnace and its air conditioner swapped as a pair go through the City’s permit office. Across the county line, Fairfax County treats the whole swap as mechanical permit work, with its own certification for the newer refrigerants.
In the historic districts the outdoor half has its own rules. Parker-Gray’s residential guide leaves a ground unit at the side or back of the house to nobody’s review, and sends one on the street side to staff. Anywhere in the City, rooftop equipment has to be hidden by, or built of, materials like the building’s own walls, so an Old Town rowhouse with its condenser on the roof should plan the screen into the replacement.

Neighborhood by neighborhood
Census figures for the owner-occupied homes in each place, and what that usually means for a replacement.
| Place | Median home built | Most homes are | Heated with | What the system usually is |
|---|---|---|---|---|
| City of Alexandria | 1970 | condo and apartment buildings, about 5 in 10 | gas, about 6 in 10 | Condo closet systems: small units, often with association rules for the outdoor half. |
| Rose Hill | 1969 | single-family houses, about 7 in 10 | gas, about 7 in 10 | Second or third systems, often on the original ductwork. |
| Franconia | 1986 | townhouses, about 5 in 10 | electricity, about 6 in 10 | Mostly electric heat, so usually a heat pump swap instead. |
| Fort Hunt | 1963 | single-family houses, nearly all | gas, about 8 in 10 | Second or third systems, often on the original ductwork. |
| Kingstowne | 1994 | townhouses, about 5 in 10 | gas, about 7 in 10 | Townhouse systems: a furnace in a closet or attic, the air conditioner out back. |
| Woodlawn | 1976 | townhouses, about 4 in 10 | electricity, about 6 in 10 | Mostly electric heat, so usually a heat pump swap instead. |
| Lincolnia | 1982 | single-family houses, about 4 in 10 | gas, about 7 in 10 | 1980s and 90s houses, most on their second furnace and AC. |
| Mount Vernon | 1967 | single-family houses, about 7 in 10 | gas, about 7 in 10 | Second or third systems, often on the original ductwork. |
By the numbers
From the Census Bureau’s 2020 to 2024 survey, owner-occupied homes unless it says otherwise.
When it’s time
Some Old Town rowhouses keep the air conditioner on the roof and the furnace two floors down. When both are old, doing them together means one trip up top and one screen to satisfy the City’s rooftop rule.
Where a lot of homes heat with electricity, the indoor half is often an air handler, and the like-for-like swap is a heat pump system, $8,499 to $21,650 installed.
An older house is usually on its third system, still on ductwork laid out for the first. We check the ducts and venting before sizing the new one.
Permits and sign-offs
The City of Alexandria follows the state rule: replacing a gas or oil appliance takes a permit, and a like-for-like electric water heater, air conditioner or heat pump in a house does not. Source.
In Old Town and Parker-Gray, an outdoor unit people can see from a street needs Board of Architectural Review sign-off. A barely visible unit on the ground in a side or rear yard can be approved by staff, and it has to be screened if it shows. Source.
Fairfax County lists replacing a heating or cooling system as mechanical permit work. Source.
Fairfax County requires a permit to replace any gas appliance, even like for like: a gas water heater, furnace or boiler. Replacing a fuel-burning appliance also needs a chimney vent certification. Source.
Fairfax County asks for an A2L refrigeration system certification with the permit for any heat pump or air conditioner that runs on the newer A2L refrigerants. Source.

Choosing who installs it
Ask every company that quotes the job, us included.
22311 is split between the City and Fairfax County, so the mailing address doesn’t settle it. Ask the installer which side of the line your street is on before they quote; the permit office and the inspector both change with it.
The old size is a guess somebody made years ago. Ask whether they measure the house and check the ductwork first. Too big short cycles; too small runs all afternoon in August.
Furnace, outdoor unit, matching coil, refrigerant lines, thermostat, permit and hauling the old one away. If it isn’t on the paper, ask.
Our free second opinion looks at the system you were quoted on and tells you what it actually needs, with our price if you want it.

Questions
Often not. More than half of Franconia’s homeowners heat with electricity, which there tends to mean an electric heat pump with its own indoor air handler, no furnace. Matching it, the heat pump route costs $8,499 to $21,650. If your townhouse has a gas meter and a furnace, the pair is $8,898 to $23,000.
Not just for the birthday, if both run well. Twenty years is when to know your number, so the choice gets made on a mild day. Our HVAC replacement estimator puts your house in the range, and when the first big repair comes, the diagnostic visit is $99.
$8,898 to $23,000 installed for the pair, by size and efficiency. A furnace alone, keeping your AC, is $4,285 to $14,040. The HVAC replacement estimator gives your house its own number.
No. If the AC is young and only the furnace failed, replace the furnace. If they’re the same age, do both: a new outdoor unit needs a matched coil, and one built for the old refrigerant isn’t rated for the new one.
Ready when you are
Call, send the form at the top, or take the HVAC replacement estimator first. We measure before we quote, and if a repair makes more sense than a new system, you’ll hear that first.
